Dans ce contexte, les artisans du septième art jouissent-ils de la liberté de créer des oeuvres réellement critiques ou sont-ils condamnés à produire des films de propagande ? Traitant du politique dans son sens large, Claude Vaillancourt classe les films en trois grandes catégories : le cinéma du statu quo, qui se contente de répéter les discours officiels ; le cinéma du questionnement, qui dénonce certains problèmes, mais sans remettre en cause l'ordre social ; et le cinéma subversif, où le documentaire occupe une place de premier plan.
L'auteur démontre en quoi le cinéma hollywoodien, malgré la montée des Netflix et autres Amazon ainsi que les répercussions de l'affaire Weinstein, demeure un instrument privilégié pour transmettre les valeurs américaines (individualisme, famille, respect des institutions, distinction entre le Bien et le Mal), contribuant à "fabriquer le consentement". Il reconnaît en même temps à certains films une grande liberté de ton.
